Minister’s Award for Transportation Innovation 2013

2013 Winners

The winners of the 2013 Minster’s Award for Transportation Innovation was announced on March 11th at the Tri-party Transportation banquet dinner at the Sheraton Hotel in Red Deer. The Honourable Ric McIver was present and awards the winning teams with their trophies and certificates.

The winner of the 2013 Award of Excellence in PROCESS Innovation went to Clifton Associates for their submission of Congestion Management – Unavoidable Component of Today’s Infrastructure Planning

Clifton Associates Ltd. and the Alberta Economic Development Authority (AEDA) collaborated to develop a congestion management (CM) strategic framework for Alberta.  The report delineates a three-staged approach (Reduce Traffic Demand - Least Cost, Manage Traffic Demand – Most Cost, Increase Infrastructure Supply – Most Cot) on four  geographic congestion areas (Central Business Districts, Inner-City Networks, Major Corridors, Accelerated Growth Regions).  In this approach, Alberta can proactively address traffic congestion before the issues become major impediments to economic development, productivity, and quality of life.  The resulting solution provides the framework for implementing new innovative CM technologies that have strong potential to deliver the same transportation results at a fraction of the cost of some conventional infrastructure upgrades.  This economic return on investment (ROI) is instrumental to sustaining the infrastructure system, supporting strong growth in the construction industry, and supporting other essential programs and services.  In essence, this approach views transportation as a business investment as opposed to a program expense; where the appropriate direction of transportation spending can realize strong net economic return benefiting industry and people alike.

The winner of the 2013 Award of Excellence in TECHNICAL Innovation was awarded to AECOM for their submission of Replacement and Widening of the Steinhauer Bridge Superstructure

The replacement and widening of the Steinhauer Bridge superstructure over the Athabasca River is a key component of the Highway 63 upgrading scheme through Fort McMurray to increase traffic flow and improve user safety.
An innovative method of construction was developed that eliminated the need to work in the river. This has had significant environmental, cost and schedule benefits, and has allowed work to progress continuously with reduced construction-related risk.
Construction utilizes portions of the existing and new superstructure as working platforms in a phased approach. In Stage 1, the upstream side of the existing superstructure was used as a working platform to rebuild the downstream side of the bridge. In Stage 2, the new downstream side of the bridge is currently being used as a working platform to complete the work. The pier caps of this 7-span, 473m long bridge were also reconstructed off the working platforms.

The winner of the 2013 Award of Excellence in TECHNICAL Innovation was awarded to Alberta Transportation and AMEC Environment & Infrastructure for their project Travers Dam Abandoned Diversion Conduit Compaction Grouting Infill Program

Travers Dam is an important irrigation and water supply earthfill dam in southern Alberta.  Compaction grouting, a technique typically used to add support to problem foundations, raise sunken structures or provide in situ compaction to soils, was adopted to successfully infill the Abandoned Diversion Conduit (ADC) while displacing/compacting the soft sediment at the bottom of the ADC and, importantly, to add a filter material to a critical location in the dam structure in order to mitigate the risk of internal erosion.
The grout infilling program contract work had to comply with the site Environmental Construction Operations (ECO) Plan prepared specifically for this location.  No chemicals or cementitious materials were used in the grout infilling program. The innovation could be used in future projects to prevent erosion and extend the life of the dam infrastructure.
